Position/ Office Location:

  • Remote research opportunity, with home office option, or optional work location at local office or operations site, depending on availability.  Location and percentage of travel requirements are estimates and vary per project.

  • U.S. office/work location options are available in Washington, D.C.; Chicago, Ill.; or limited field office locations, as available, within the North African peninsula.

Position Summary:
The Development Grant Research Analyst will work closely with international Grant Teams, Project Managers, and Staff to assist with grants and projects development, provide analysis, post-award services, and oversight to ensure current and pending grants, current projects, and procurement and purchasing requirements are in keeping with parameters and expectations, as outlined in the terms and conditions of the respective comprehensive grant agreement. This person will be thoroughly knowledgeable about the grant and project awards for the respective recipients by the granting Board of Trustees, and will review grant and project expenditures for compliance, and will serve as a resource for the respective grant and project-funded program, for fiscal and programmatic compliance matters. This position will work closely with project managers to provide ongoing status updates and reports to all levels of the Phuran Philanthropic Management Team, and the granting Board of Trustees. This position will work with various grant and project managers to provide technical assistance and advice in matters related to grant and project administration and management.

 

Essential Functions:

  • Perform thorough research related to proposed programs or projects, grant applications, and their respective applicants.

  • Perform post-award compliance and oversight duties, including, but not limited to: ensuring documentation related to all grants program or projects is available, current, and reflects that the specific program or project is compliant with grant agreements.

  • Monitor expenditure reports, and grant or project invoicing. Ensure budget, procurement procedures, and general purchasing is compliant with grant agreements.

  • Prepare analysis to determine that grant and project deliverables are being met, and provide dispassionate assessments of the program/ project progress or effectiveness.

  • Monitor compliance and identify if there is a need for corrective actions or recommendations, ensure related documentation is complete, and communicate progress related to the issue.

  • Facilitate regularly scheduled meetings to ensure grant and/or project staff tracking progress according to award requirements and that spending occurs within the agreed upon timeframes.

  • Maintain grant and sponsored project tracking systems and assist with preparation for Trustee reporting, as requested.

  • Participate in the audit process which may include single audit events, or special audit projects.

  • May assist with research and advise on new or current grants, or grant extensions, and project opportunities related to existing programs.

  • May assist with the preparation of applications and agreements, review of criteria, and negotiation with, and for internal and external customers on behalf of the grantors (Trustees) as it relates to grants and projects.

  • Develop, review and update grant-related procedures as needed.

 

Required Qualifications:

A - Language Requirements/Qualifications (2)

  • ARABIC - Candidate must speak, comprehend, read, and write Arabic, or Arabic Modern Standard at a professional level, equal to ACTFL level 09 or higher, CEFR level C1 or higher, or ILR level 3 or higher.

B- Educational Requirements/Qualifications

  • Candidate must possess a Bachelor’s degree, or equivalent, in Business, Finance, Grants and Sponsored Projects Administration, Economics, Law, or related discipline, from an accredited four-year institution.

[An equivalency assessment, or applicable Mutual Recognition Agreement (MRA) may be required for applicants who have secured a university Degree or Letters from higher education institutions outside the U.S., Canada, or the United Kingdom. An equivalency assessment (i.e.; ABET Assessment) is not required at the time of CV/Resume submission.]

C- Work/Experience Requirement

  • Seven (7) plus combined years of experience in grant research, grant writing, legal research, compliance auditing, program or development grant operations, international development investments, and/or international economic development projects.

  • Strong financial understanding, organizational skills, and grants and projects experience are required.

  • Proficiency in using Microsoft Office Suites.

  • Experience planning, developing, and implementing complex research and statistical reports and presenting the results to all levels of management.

  • Ability to work effectively with groups, staff, and government officials of different nationalities, language proficiencies, socio-economic backgrounds, and religious affiliations.

  • Provide excellent and professional customer service to both internal and external clients.

D – Other Requirements.

  • Applicants must be able to travel to the country of Libya and/or Egypt on at least one or more occasions during a portion of the project.

  • Project Applicants must be able to perform on-site inspections and visits to locations where grant or program services are being performed. To that end, applicants must have the ability to travel out of their respective home country, and legally enter and egress another regional area or country without undue personal, medical or legal encumbrances.

  • All Phuran Philanthropic employees, contracted researchers, and consultants, regardless of their operating location or country, must complete an 8-hour course specifically dedicated to our company’s privacy polices, and all must sign and adhere to strict, and actively enforced non-disclosure and non-compete clauses.

 

E –Preferred

  • Any previous work experience or project coordination with the following organizations is a plus: the Egyptian Agency for Partnership for Development; the OXFAM Pan Africa Program; the UK’s Foreign, Commonwealth and Development Office (FCDO); or the E.U’s European Union- Directorate-General for International Partnerships.
